Most Bangladesh E-Government Services Fail Accessibility Audit, 14,000+ Violations Found
A nationwide audit of 47 government e-services in Bangladesh uncovered more than 14,000 accessibility violations. Over half of the platforms fall into the lowest compliance tier, highlighting urgent needs for redesign, developer training, and stronger enforcement.
Background: Digital Ambitions Meet Accessibility Gaps
Bangladesh’s e-government portals, covering taxation, social protection, civil registration, and other areas, are central to delivering public services. The 2022 Digital Service and Web Designing Guideline for Inclusive Accessibility requires adherence to the Web Content Accessibility Guidelines (WCAG) 2.1, which aim to make websites perceivable, operable, understandable, and robust.
Previous research indicates that more than 90 percent of government web pages contain accessibility barriers. These barriers exclude people with disabilities, those with low digital literacy, and users who rely on assistive technologies such as screen readers or keyboard-only navigation.
Method: Hybrid Audit Across 47 Services
Researchers from Userhub conducted a detailed audit using both automated scans (WebAIM WAVE) and manual inspections. Automated tools detect only about one-third of actual issues, so manual checks were used to capture problems with dynamic content, form navigation, and other interactive features. The study assessed 47 government services across 74 websites, covering 1,534 user-critical pages such as home, application, login, registration, and dashboard pages. Each service was treated as a distinct unit of analysis to reflect how people actually use them.
Findings: Widespread Barriers in Core Services
The audit found 14,308 accessibility violations, most commonly missing form labels (3,382 violations or 23.6 percent), low contrast text (2,152 or 15.0 percent), and unclear or empty button labels (948 or 6.6 percent). By WCAG principle, 57.8 percent of violations were Perceivable, 32.1 percent Operable, 8.0 percent Understandable, and 0.7 percent Robust.

Violations were concentrated in high-profile services such as the National University Portal (4,803), Rapid Action Battalion (1,320), and Bangladesh Open University (878).
Accessibility Maturity Model: Benchmarking Compliance
The study introduced a three-tier Accessibility Maturity Model. Beginner-tier services (more than 50 violations) made up 51.1 percent of the total and were responsible for 97.8 percent of all violations. Intermediate-tier services (20–50 violations) accounted for 6.4 percent, while Advanced-tier services (fewer than 20 violations) made up 42.6 percent.

Beginner-tier platforms such as the National University Portal and DSS-MIS require urgent redesign, while Advanced-tier examples like the TIN Registration Portal can serve as models for good practice.
Implications: Digital Exclusion and Governance
The predominance of Level A violations (76.3 percent) shows that basic accessibility practices are often neglected. In a country with uneven digital literacy and multilingual design challenges, these shortcomings risk excluding millions from essential services. The researchers stress that accessibility must be treated as a governance obligation, not just a design consideration. They recommend adding programmatically associated form labels, ensuring adequate contrast, improving alt text and heading structures, mandating annual audits, linking results to service-level agreements, and integrating WCAG training into developer and ICT curricula using real-world government case studies.
Next Steps: Turning Guidelines into Action
The study offers a model for other Global South nations to audit and improve public-sector digital accessibility. Policymakers now have a roadmap to focus on the small group of services responsible for most violations, strengthen monitoring systems, and build accessibility skills across the public sector. Without these steps, the promise of e-government in Bangladesh may remain out of reach for those who need it most.
