A lagging indicator is a measure that shows a result after an activity, service period, intervention, or outcome has already occurred.

Plain-language explanation
A lagging indicator tells teams what happened after the fact. It is useful for accountability and evaluation but may arrive too late to prevent service problems unless paired with earlier signals.
Why it matters
Organizations need lagging indicators to understand performance, outcomes, and accountability. Relying only on them can make service improvement reactive.
Use contexts
- reporting service outcomes after a period
- evaluating programme or product performance
- measuring final completion, approval, resolution, or benefit receipt
- supporting accountability
- confirming whether earlier indicators were meaningful
Application guidance
Define what result the lagging indicator represents. Use lagging indicators for accountability and learning, pair them with leading indicators, segment results where equity or access may differ, and interpret them with evidence.
Practical example
A digital health referral system reports the percentage of urgent referrals completed within seven days. This lagging indicator assesses whether the service met its standard, but it arrives after patients have waited. The team pairs it with leading indicators such as unassigned urgent referrals after 24 hours. The UX consequence is better accountability, earlier intervention, reduced patient risk, and improved reliability.
Interpretive boundaries
A lagging indicator is not sufficient for timely correction by itself. It may show that a problem happened but not explain why.
